ACPO approves definition for business crime

ACPO and the National Business Crime Forum have announced that a definition of business crime has now been formerly agreed upon and adopted for the purposes of national crime recording.

It’s widely understood that a minimum of 15% of all crime is related to business crime. The Association of Chief Police Officers (ACPO) and the National Business Crime Forum (NBCF) have now agreed on a definition for the term, which is as follows:

“Business crime is any criminal offence that is committed against a person or property
which is associated by the connection of that person or property to a business.”

This can be condensed to reflect the MOPAC definition of business crime given that it represents any crime in, around or against a business.

The definition is based on the perception of the victim at the time of reporting of the offence.

The definition represents an impressive milestone and the first very important step towards recognising all victims of business crime as well as ensuring, for the first time, that the impact of business crime can be accurately measured.

An official statement issued by the NBCF reads: “We hope a consequence of accurate recording will be to allow police resources to be more appropriately and effectively allocated and deployed. We recognise that there is still a big task ahead for policing to now train all police staff nationally to that definition and adapt force crime recording systems to allow for the recording of the crimes. We will be working with the college of policing in developing a package which recognises the issues that need to be overcome for its successful implementation.”

The statement continues: “This is a significant step forward in appreciating the impact of business crime on its victim. It’s important the police service and business sector continue to work together on a collaborative basis to ensure that this system continues to be most effective from both the victim’s and investigators’ points of view.”

On behalf of the wider business community, NBCF chairman Barrie Millett MSyI is in the process of developing a successful working relationship with the newly-appointed Association of Police and Crime Commissioners (APCC) business crime lead, Paddy Tipping, to enable the business community to come together as one collective voice and raise positive developments and concerns regarding business crime.

It’s envisaged that, as the lead co-ordinating organisation for the various business membership and representative bodies on a national basis, the NBCF will be able to work in partnership with Tipping to collaborate on addressing all forms of business crime.

IQ expands management provision through purchase of the Institute of Administrative Management

Industry Qualifications (IQ) has announced the acquisition of the name and assets of the Institute of Administrative Management (IAM).

The purchase, which was concluded on Monday 27 January 2014, has resulted in the IQ ownership of the intellectual property of IAM qualifications along with supporting learning materials, the IAM databases, the IAM name and the title to the magazine ‘Manager’.

IAM (which was originally established in 1915 and, as such, is the oldest management institute in the UK) entered liquidation in November.

Following the purchase, IQ will be able to offer 40 additional qualifications in management at Levels 4 to 7. IQ will also provide learning support materials for all of those qualifications through its sister company IQ Resources.

“We are delighted to have concluded this purchase,” said Raymond Clarke, CEO of IQ. “The acquisition of IAM will propel IQ into a leading position in the management development and assessment market, and help provide recognised IQ assessment pathways into the Higher Education sector.”

Clarke added: “When combined with our current provision, IQ will be able to offer management programmes from Levels 2 to 6+ in subjects from team leadership to senior management and from short programmes to those with a duration of 2-3 years. The new qualifications will provide a major dimension to our international strategy.”

According to Clarke, the initial focus will be to re-establish the IAM qualifications within IQ and re-engage with those that had been studying on IAM programmes.

“It’s extremely important that we provide existing IAM students with the confidence to continue their studies,” asserted Clarke. “With over 7,000 students studying programmes leading to IAM awards, this has to be our highest priority. Once this is achieved, we will be communicating with members about the additional services that were provided by IAM that added value, and which could be retained, changed or enhanced. Of course, we’re also looking forward to celebrating the centenary of the IAM with members next year.”

IQ states that the use of the established IQ infrastructure is expected to radically reduce the cost base associated with the former IAM qualifications. When combined with the increased opportunities through the growing IQ networks in the UK and internationally, the viability of the qualifications increases and provides IQ with a significant platform for growth and brand development.

Ray Mabus – Secretary of the US Navy – to close ASIS Europe 2014 Conference

ASIS International has announced that Ray Mabus – United States Secretary of the Navy – will be the closing keynote speaker at ASIS Europe 2014.

The ASIS 13th European Security Conference and Exhibition is set to take place in The Hague, The Netherlands on 1-3 April 2014.

Ray Mabus is the 75th United States Secretary of the Navy and leads the US Navy and Marine Corps.

As Secretary of the Navy, Mabus is responsible for conducting the affairs of the Department of the Navy, including recruiting, organising, equipping, training and mobilising.

Additionally, Mabus oversees the construction and repair of naval ships, aircraft and facilities, and formulates and implements policies and programmes consistent with the national security policies established by the President and the Secretary of Defense.

Mabus is responsible for an annual budget in excess of $170 billion and the leadership of almost 900,000 people.

Focus on strengthening partnerships

Upon assumption of office and throughout his tenure, Mabus has prioritised improving the quality of life of Sailors, Marines and their families, decreasing the Department’s dependence on fossil fuels, strengthening partnerships and revitalising the Navy’s shipbuilding programme.

Mabus has made increasing the size of the naval fleet and protecting the industrial base a top budget priority of the Department. During his tenure, the Navy went from building fewer than five ships a year to having more than 40 ships under contract, most of them in fixed-price, multi-year deals that assure value for taxpayers and certainty for industry partners.

In June 2010, as an additional duty President Obama appointed Mabus to prepare the long-term recovery plan for the Gulf of Mexico in the wake of the Deepwater Horizon oil spill. Mabus’ report was released in September 2010 and met with broad bi-partisan support with most recommendations passed into law by Congress as the Restore Act.

Included in the legislation was a fund to aid in the Gulf Coast’s recovery by distributing 80% of any civil penalties awarded as a result of the damage caused by the disaster. To date, civil penalties total more than one billion dollars.

Variety of leadership roles

Before his appointment, Mabus held a variety of leadership positions. From 1988 to 1992, he served as Governor of Mississippi, the youngest person elected to that office in more than 150 years. Mabus was Ambassador to the Kingdom of Saudi Arabia from 1994-1996 and later chairman and CEO of a manufacturing company.

Mabus has been recognised for his leadership of the Navy and Marine Corps on multiple occasions. In 2013, he was named one of the Top 50 highest rated CEOs by Glassdoor, an online jobs and career community. Mabus was the only leader of a federal agency to receive this award.

In his keynote presentation, Secretary Mabus is expected to address issues related to maritime security.

BSIA survey offers British perspective on Middle East security technology and business trends

The results of new research carried out on behalf of the British Security Industry Association’s Export Council have brought into sharp focus the key technologies (such as biometrics for access control and HD CCTV) that have been having a major impact in the Middle East security marketplace over the past year.

The survey also confirms that there remains strong demand across the region for the best of British security systems despite increased international competition, with Saudi Arabia and the UAE particularly prominent where order books are concerned.

Looking in more detail at the research results, the majority of the Export Council’s member companies (89%) who responded to the survey acknowledged that they’re active in this pivotal region (a figure which is up by 2% year-on-year).

Of those questioned, an impressive 50% reported that they’d witnessed a notable increase in revenues derived from the Middle East over the past 12 months, while a further 12.5% confirmed that business levels were unchanged.

Significantly, the outlook for the coming year is set to be even stronger with all members questioned saying they anticipate a rise in orders.

Drilling down to the specific parts of the region that are generating the most sales for member companies, the two countries heading up the list from detailed analysis of the research are, respectively, Saudi Arabia and the UAE – both on 29%.

According to the member companies surveyed, other geographical areas making a strong impression over the past year were Turkey, Qatar and Kuwait.

Biggest impact in the Middle East

When asked to respond on the approach to security technology which they felt had made the largest impact in the Middle East over the past 12 months, ‘biometrics for access control’ came out well ahead of everything else. In fact, it was singled out by half of all of those surveyed.

Also featuring strongly in the research were, once again, HD and megapixel CCTV, Physical Security Information Management (PSIM) and switch mode power supplies, each one being selected by 17% of the respondents.

Looking more closely at the strong push to have biometrics integrated with access control solutions, this serves to underline the increasing recognition among BSIA members’ customers across the Middle East of the enhanced security – and day-to-day management of sites – that can be delivered by building in the ability to uniquely identify individuals from their physical characteristics.

Alongside this, the roll-out of HD and megapixel CCTV cameras is proving a popular choice thanks to the ability to provide additional detail in security critical applications (among them banks and hotel lobbies).

The rise of PSIM – which also stood out in last year’s survey – is in line with expectations given the surge of interest in bringing together and operating a wide range of security elements, most notably where larger projects are concerned.

When it comes to switch mode PSUs (Power Supply Units), the strong showing in the Export Council’s research can, in part, be attributed to the much greater efficiency levels that may be realised compared to traditional linear models, allowing them to run significantly cooler and to offer enhanced reliability.

Of course, as with any research there were a couple of surprises, specifically the fact that hybrid security solutions and VCA (Video Content Analytics) did not feature in the rankings this time around. Both have scored highly in previous years.

Influence on customers’ buying decisions

On the subject of what’s influencing customer buying decisions in the region, the research investigated the leading factors which Export Council members were finding on the ground.

Encouragingly, it was discovered that compliance with industry standards was ranked as the most important decision-making factor by a third of respondents (33.3%) when dealing with Middle East customers. It’s something that has always been a key consideration for BSIA membership.

Government requirements were also singled out by a similar proportion of respondents. This reinforces the importance for Export Council members of working with partners who have strong local knowledge of the region. Other subsidiary factors mentioned included ease of use/operation and technological innovation.

Beyond this, the survey sought to discover which vertical markets were leading the way in taking up solutions offered by BSIA’s Export Council member companies. Not surprisingly, it was reported that the top market sector was oil and gas on 50%, confirming the economically vital role the industry continues to play.

Following on from this, in second place (on 33.3%) was office developments/prestigious buildings. Other markets of note were Government and residential. BSIA members are also active in sectors such as transport, hotel/leisure, retail, banking and domestic.

Putting forward some thoughts on the survey, Greg Stuttle (chairman of the BSIA’s Export Council) explained: “The new Export Council research serves once again to underline the phenomenal demand out there in the Middle East for the best that British security solutions can offer and, in particular, those from BSIA member companies.”

Stuttle continued: “Moving ahead, it’s encouraging to reflect on the high degree of confidence expressed by Export Council members in their prospects for 2014. Significantly, these findings tie-in with the results of our annual ‘State of the Nation’ survey conducted late last year, which served to signal a major strategic shift. The Middle East is now the single most important target market worldwide for BSIA members over the next 12 months, whereas only a year ago it was Western Europe that was very much to the forefront.”

Industry standard to the fore

Turning back to the latest research, from a BSIA perspective Stuttle said the fact that members report industry standards ranking highly in the thinking of prospective customers is encouraging and makes a welcome change from the perennial focus on initial purchase price.

“On the technology front,” asserted Stuttle, “it certainly appears that biometrics for access control is coming to the fore, and this probably reflects the way in which this technology has matured over the past few years.”

In conclusion, Stuttle commented: “Although the survey shows that Saudi Arabia and the UAE head-up the table when it comes to BSIA members’ Middle East business activities, it’s important to stress that a great deal of attention is also being given to other, fast developing areas across the region with Turkey, for example, offering a wealth of opportunities for the future.”

Crossrail supports SIA-led multi-agency enforcement operation in central London

A targeted, multi-agency operation checking security licensing, visa offences and employee pay took place on Wednesday 22 January across central London.

With the support of Crossrail Limited, investigators from the Security Industry Authority (SIA) were joined by officers from the Metropolitan Police Service and officials from HM Revenue and Customs as well as Home Office Immigration and Enforcement.

The taskforce was assembled to conduct checks on individuals working on Crossrail construction sites around central London. The Crossrail project involves numerous construction sites and the employment of several private security companies to protect them.

This partnership operation was conducted to ensure that those working across the 12 sites were correctly SIA licensed, have the right to work in the UK and were being paid at least the National Minimum Wage.

Numerous sites visited across London

The taskforce visited sites across Paddington, Bond Street, Liverpool Street, Woolwich, Plumstead and Custom House, checking 40 security officers in total. Of those inspected, 39 were correctly SIA licensed. One individual was found to be working unlicensed at Paddington. Enquiries are ongoing.

There were five warnings issued to security officers who had failed to notify the SIA of a change of their address and who failed to display their licence. Both are a breach of SIA licensing conditions.

One arrest was made on an individual suspected of breaching his visa conditions. Enquiries are being taken forward by Home Office Immigration and Enforcement.
All individuals stated that they were being paid above both the London Living Wage and the National Minimum Wage.

Dave Humphries, the SIA’s director of partnerships and interventions, said: “This SIA-led operation has been made possible with the support and co-operation of key partners. The co-operation of the enforcement partners involved shows the cross-organisational commitment to ensuring that those working on and operating construction sites are doing so legally.”

Humphries added: “The successful results of this operation will reassure the public that we will continue to work with this multi-agency approach to ensure compliance with the law.”

HMRC’s Jennie Granger, director general of enforcement and compliance, stated: “HMRC is pleased to work with our partner agencies to make sure that workers in the UK are paid what they’re entitled to and pay any tax owed, in turn creating a level playing field for employers and employees.”

Enzo Hruby Foundation collaborates with Samsung Techwin to enhance security at Milan Cathedral

For more than six centuries, Milan Cathedral has been celebrated the whole world over as one of the finest examples of unique sculpture and an architectural masterpiece. For many, the building is the very symbol of the city of Milan.

An incident in July 2013 highlighted the need to update security at the site. The Enzo Hruby Foundation – a leader in Italy and Europe in terms of offering protection for historical and artistic sites – swiftly collaborated with the professional security division of Samsung Techwin to provide the very latest video surveillance technology as part of a prestigious protection project.

“We’re very happy to be able to offer this concrete contribution to our city,” said Carlo Hruby, the vice-president of The Enzo Hruby Foundation. “This project safeguards a unique cultural heritage and the symbol of Milan by monitoring an extensive municipal area, the protection of which is for the benefit and peace of mind of citizens and tourists alike.”

Hruby continued: “Today, video surveillance security is one of the fastest developing sectors. For this project, which is a fine example of perfect collaboration between the public and private sectors, some of the very latest technologies have been applied. The police now have an irreplaceable instrument to help them in their duties.”

Continuing the security theme, Fabio Andreoni (country manager for Italy at Samsung Techwin) explained: “This project let us use the very latest solutions to protect an area loved by every citizen of Milan and many more people besides. We’re particularly pleased to be able to show how technology, used in an effective way, can really help make the work done by the authorities much more efficient and, in broader terms, improve the quality of life for the people of Milan.”

In addition, Andreoni commented: “It’s just one piece of a more complex puzzle, but if making Piazza del Duomo safer helps contribute to a more efficient management of the area, with a consequent increase in the number of visitors and revenues, we’ll have proven how we can reach important goals quickly and achieve excellent results by operating in harmony with various public and private bodies.”

The Milan Cathedral Protection Project

To guarantee protection for the monument and control the vast urban area around the perimeter of the cathedral and on the rooftop terraces, a modern video surveillance system of the latest generation was installed, with 20 remotely managed HD night vision cameras operating around the clock.

Twelve cameras complete with video analytics were installed in strategic points around the perimeter to guarantee complete coverage and leave no area uncovered. Seven cameras of the same kind have been installed on the terraces, with one motor-driven HD camera covering the entire length of the central section.

All the cameras have built-in IR night vision illuminators so no modifications to the current lighting were required around the perimeter or on the terraces. This realises a non-invasive intervention in terms of installation and infrastructure.

The new cameras – images from which are transmitted to the local police Operations Centre and the provincial police headquarters – are integrated with the images from the urban video surveillance system connected to a high-tech video analysis system that can detect and classify suspicious activity and objects. These are in addition to the 1,300 cameras already managed by the authorities.

“With this important project, we’re protecting not only the Monument but also the piazza and the area around the cathedral,” said Angelo Caloia, president of the Venerable Duomo Factory.

“Five million people visit the cathedral every year. In 2015, we estimate that 20 million tourists will pass through its doors. The factory is working hard to keep all areas of the Monument open with 12 building sites, and also thanks to important security measures such as this. This major project is important not only for the cathedral. It also provides added security for the city with the upcoming Expo 2015. We can only thank those who, like The Enzo Hruby Foundation and Samsung Techwin, were ready to share in the importance of this task.”

The Milan Cathedral Museum: security systems

The work of The Enzo Hruby Foundation and Samsung Techwin didn’t end with the project to protect the Milan Cathedral and its heritage, though. The two parties have in fact been called on to protect the Duomo’s Museum, which reopened on 4 November 2013 after eight years of careful restoration work.

The security system meets the specific requirements associated with the particular characteristics of the environment and the variety of the works of art in the museum, with solutions aimed at satisfying the aesthetic needs of the building (which has been home to all sorts of materials that tell the story of the Milan Cathedral since 1953).

The museum contains valuable works of art including tapestries, sculptures, architectural models, paintings, stained glass, hangings and other works, all of which require specifically studied protection systems for first class security.

The latest generation Samsung Techwin cameras with full HD resolution and the new WiseNet 3 processors were used to guarantee a system with the very highest image quality, offering optimised compression and management of network resources.

The most suitable camera was chosen for each environment both from an aesthetic point of view and in terms of performance. The museum has 26 rooms with a total surface area of 2,000 m2. Most of the cameras in the museum are mini dome interior cameras with IR illuminators. New fish-eye cameras with 360 degree lenses were also used in some of the rooms to control the whole exhibit space.

All the cameras send their signals to a central recording unit, with three Samsung Techwin SRN-1000 Network Video Recorders in operation.

About The Enzo Hruby Foundation

Dutch Security and Justice Minister to open ASIS Europe 2014

ASIS International has announced that Ivo Willem Opstelten, Security and Justice Minister of The Netherlands, will give a Keynote presentation during the opening plenary of ASIS Europe 2014, which takes place on 2 April.

The 13th ASIS European Security Conference and Exhibition runs at The Hague in the Netherlands from 1-3 April.

Ivo Opstelten was appointed Security and Justice Minister on 14 October 2010. First, in the Rutte-Verhagen Government, then from 5 November 2012 in its successor, namely the Rutte-Asscher Government.

After graduating, Opstelten worked for the municipality of Vlaardingen between 1970 and 1972. He was then, successively, Mayor of Dalen (from 1972-1977), Doorn (1977-1980) and Delfzijl (1980-1987).

In 1987, Opstelten was appointed director general for public order and safety at the Ministry of the Interior. From 1992 he was Mayor of Utrecht, and then Mayor of Rotterdam between 1999 and 2008. Finally, Opstelten was acting Mayor of Tilburg from 2009 to 2010.

Formation of the Rutte-Verhagen Government

In 2010, from 4 August to 4 September and then again from 13 September to 7 October, Opstelten was the mediator in the negotiations that resulted in the formation of the Rutte-Verhagen Government. He joined that Ggovernment from 14 October 2010 as Security and Justice Minister.

Exhibition space on sale as BSIA Manchester Security event celebrates 20th Anniversary

Exhibition space is now available to book for Manchester’s leading security exhibition and conference, which continues to grow from strength to strength as the event celebrates its 20th Anniversary in 2014.

Organised by the British Security Industry Association (BSIA) in partnership with the Manchester City Centre Crime Prevention Panel and Greater Manchester Police, the event has become a must-attend for the North West’s wider business community, with visitors previously including major retailers, local authorities and entertainment venues.

Free to attend for delegates, the 2014 event – which is sponsored by Associated Security Solutions Ltd – will take place at the Bridgewater Hall in Manchester city centre on Thursday 6 March, and features a range of expert speakers (including Tony Lloyd, Police and Crime Commissioner for Greater Manchester who’ll be speaking about his role and its links with local businesses).

Also speaking will be Chief Superintendent Nick Adderley of Greater Manchester Police. Nick is discussing the challenges and changes facing the Greater Manchester force, while Maxine Fraser (national operations director of Retailers Against Crime) is set to provide an overview of the organisation’s successes in reducing crime through partnership working.
